Starting January 22, 2024, provinces and territories started setting up a process for providing students with Provincial Attestation Letters. By March 31, 2024, it is anticipated that the PAL processes will be in place. Let’s dive into what this means for aspiring students and how to navigate this new requirement.
The Provincial Attestation Letter (PAL) is a new addition to the study permit application process. It’s a document issued by the provincial government, providing additional information about the applicant’s eligibility and the significance of their chosen educational program within the province. The introduction of PAL is aimed at streamlining the study permit process and ensuring a stronger connection between the applicant’s chosen program and the needs and priorities of the specific province they plan to study in. It’s a move towards enhancing transparency and alignment with provincial objectives.
Who needs a provincial attestation letter?
- most applicants for post-secondary study permits
- the majority of graduate programs that don’t award degrees (such certificate programs and graduate diplomas)
Who doesn’t need a provincial attestation letter?
- pupils in elementary and high schools (up to grade 12)
- exchange students studying abroad;
- holders of work permits and study permits in Canada (including those who are requesting for an extension of their permits)
- in-Canada family members of study permit or work permit holders

How to get a PAL?
- Contact Your Educational Institution: Reach out to your designated educational institution in the province. They will guide you on the PAL application process and provide the necessary support.
- Complete the Required Documentation: Prepare the documents required for PAL, which may include proof of acceptance, financial capacity, and other specific requirements outlined by the province.
- Submit PAL Application: Follow the province’s guidelines to submit your PAL application. This step may involve online submission or physical documentation, so be sure to check for specific instructions.
- Stay Informed: Keep a close eye on communication from both your educational institution and the province regarding the status of your PAL application. Timely responses and adherence to guidelines will be crucial.
While the PAL introduces an additional step in the process, it also brings benefits. A successful PAL application can enhance your study permit application, providing immigration officers with comprehensive information about your program’s relevance to the province’s goals. It’s an opportunity to showcase the alignment between your educational pursuits and the province’s priorities.
As you embark on this journey, ensure you stay well-informed about the PAL requirements specific to your chosen province. Reach out to your educational institution’s guidance and support services to navigate the process seamlessly.
While changes in the application process may seem daunting, they also signify a commitment to creating a more robust and tailored educational experience in Canada. Wishing you all the best as you navigate the path to your academic adventure in the Great White North!
